CCM: Early elections can only take place on the basis of the mixed voting system

The electoral system may be changed in less time than a full parliamentary term, but the new system can not be implemented in the case of early parliamentary elections. The decision was pronounced by the Constitutional Court of Moldova (CCM) following the notification of the three independent deputies regarding the interpretation of articles in the Constitution, reports Radio Moldova.

"The Constitutional Court rules: 1. Parliament may change the electoral system in less time than a full term. The new system can not be implemented in early parliamentary elections, but only in ordinary parliamentary elections, provided that the change takes place at least one year before the election. 2. Frequent or late changes in the rules governing the electoral process may disadvantage voters, electoral competitors and parties, with the risk of being elected. This decision is final, can not be subject to any appeal, enters into force on the date of its adoption and is published in the Official Gazette of the Republic of Moldova," said CCM’s President Mihai Poalelungi.
