PAS comes with accusations against the Government

The Party of Action and Solidarity (PAS) accuses the Government of getting into “the wallet” of local administrations. According to PAS, the Executive took the savings of local public authorities to finance education and capital expenditures, without consulting them about the redistribution of resources. In response, Government representatives claim that the PAS would try to draw public attention, reports Moldova 1.

"In the absence of an efficient multi annual budgeting mechanism, local public authorities make savings from transfers with a special purpose for larger projects in localities in the coming year. The decision not to make available to the local public authorities the savings made in the previous year, according to the usual practice, deprives the local public authorities of the possibility of implementing the projects of major importance for the citizens,” said Natalia Gavriliţă, the former Minister of Finance.

On the other hand, the prime minister's adviser, Vitalie Dragancea, argues that the PAS deputies had the opportunity to come up with legislative proposals when the initiative was discussed in the Parliament and considers that its representatives would try to draw the public attention.

"You know the procedure for promoting the budget. It is discussed in Parliament, in committees, articles absolutely on every chapter of expenditure. So if MPs really are interested, they can, in those discussions, in those committees, raise all questions. What they are doing today is an attempt to capture the public's attention, nothing more,” said the prime minister's adviser.

PAS requires the Government to decentralize the financing, to publish data on localities regarding the savings on December 31, 2019 and to inform on the decisions not to make available to the local public authorities in 2020 the savings made in 2019.
