Ştefan Gaţcan remains a member of Parliament

Stefan Gaţcan remains a deputy in the Parliament of the Republic of Moldova. PSRM deputy Vasile Bolea, chairman of the Legal Commission for Appointments and Immunities, announced today in the plenary of the Parliament that Ştefan Gaţcan withdrew his request for the mandate and, therefore, the draft decision to take note of his resignation was annulled.

After the Government assumed responsibility for four bills that provide for the increase of budget revenues, salary increases for doctors, payment of allowances, in the presence of 51 deputies registered in the meeting, the quorum being ensured by the presence of Stefan Gaţcan in the meeting today, Mihai Popşoi, PAS deputy, vice-president of the Parliament, requested explanations regarding the status of the deputy Gaţcan.

"The ways of parliamentarism in the Republic of Moldova are unsuspected. Please tell us the status of Mr Gaţcan's request to resign. Or we see that he is already feeling well. The rehabilitation prescribed by Dr. Dodon was ok. We see that the resuscitation process and the services provided by the State Protection and Guard Service have had their effect," said Mihai Popşoi.

"This morning, in the address of the Legal Commission of the Parliament, the request of Mr. Gaţcan was received, by which he announced that he withdraws his resignation request from July 1, 2020, arguing based on article 78, paragraph 2 of the Administrative Code. Respectively, based on this request to withdraw the resignation request, we withdrew the draft decision from the legislative procedure," declared the deputy Vasile Bolea.

"We are people who must set an example for the rule of law. According to the decision of the Extraordinary Public Health Commission, in point 13, it is written that the persons entering the country must observe the self-isolation regime for a period of 14 days at the place of residence. Mr. Gaţcan, you are a doctor, you must not be in this Parliament today, you must be in self-isolation, because you crossed the state border and came to Moldova yesterday. What kind of example do you set for the citizens of the Republic of Moldova?”, asks the deputy of the DA Platform, Vasile Năstase.

"We are outraged that in this room there are so many lawyers of an oligarchic group who corrupt deputies through criminal methods. I am sorry, colleagues, that you are exerting pressure on Mr. Gaţcan,” declared the PSRM deputy Vlad Bătrîncea.

"What your colleagues do not want to understand, Madam President, is that we are talking about an unprecedented case. It is clear that in our country you throw turkeys over the fence overnight, and then you become prime minister, you put the wreath in the morning, and then you can take flowers. This has never been the case. If there was really corruption, where is Stoianoglo to come from, to bring us the arguments that someone is buying deputies and further to start the procedure to close those who are buying?. The Gaţcan case must be a starting point, to clean up the corruption in the Parliament," declared the ACUM deputy, Lilian Carp.

"The Democratic Party is a champion of corrupting deputies and flourishing its trajectory. But what Mr Gaţcan did is a disgrace to the whole Parliament. Parliament has come to a standstill. If there is something left in your spine and it is not completely crushed, please leave the Parliament," said Maria Ciobanu.

Finally, the leader of the PSRM faction Corneliu Furculiţă urged the deputies to go to the superior courts if they have any ambiguities regarding the return of Ştefan Gaţcan to the deputy's seat. "These are strictly legal issues. You can go to court, trial. You blocked the activity of the Parliament for a few weeks, let's work now," declared the leader of the PSRM faction, Corneliu Furculiţă.

TRM.MD recalls that the PSRM deputy, Ştefan Gaţcan, was involved in a scandal after two weeks ago he declared that he was leaving the PSRM faction and joining the "PRO MOLDOVA" parliamentary group. Subsequently, those from “PRO MOLDOVA” declared that Ştefan Gaţcan had been abducted and subjected to pressure from the PSRM and demanded the creation of a parliamentary commission to elucidate all the circumstances. In their turn, PSRM stated that, in fact, “PRO MOLDOVA” would have tried to corrupt the deputy Gaţcan, and later, to blackmail him and put him under pressure. On July 1, Ştefan Gaţcan allegedly wrote a request renouncing the mandate of deputy, but keeping his quality as a member of PSRM. The request was submitted to the Secretariat of the Parliament by Corneliu Furculiţă. During all this time, Ştefan Gaţcan appeared in three videos, in which he declared that he was feeling well and that he needed a break. At the same time, he stated that he submitted a request to the General Prosecutor's Office by which he denounced the pressures to which he was subjected, and later, in another video, to declare that he withdrew his request. In its turn, the General Prosecutor's Office said that it did not receive any request from the deputy Ştefan Gaţcan. Yesterday, July 8, the deputy would have returned from abroad.

Ştefan Gaţcan was elected deputy in the Parliament of the Republic of Moldova on the lists of the Party of Socialists of the Republic of Moldova in the Hânceşti constituency.
