Rationalization of the network of public universities in the country

Given the existence of a large number of public higher education institutions in the Republic of Moldova in relation to the declining number of students, the Ministry of Education, Culture and Research (MECC) has started a process of improving the network of public universities in the country to streamline public spending and increase the quality of education.

According to a statement from the MECC, the Institute of International Relations of Moldova and the State University "Dimitrie Cantemir" will merge with the State University of Moldova. The rectors of the two higher education institutions, Valentin Beniuc and Aurelia Hanganu, were informed about this by the Minister of Education, Culture and Research, Igor Sharov.

The decision was taken as a result of an analysis of the activity of the 18 public institutions of higher education, which in most cases have active administrations and static infrastructures, not adapted to the number of candidates for studies.

Based on the "Report on the rationalization of expenditures in technical and higher vocational education" supported by the expertise of the International Monetary Fund, MECC will implement in the next period some actions of rationalization, restructuring and modernization of higher education institutions.

Thus, the merger by absorption will be made by a university with similar programs of other higher education institutions with a small number of students and the same programs. Also, the financing mechanisms for higher education will be modified and a greater emphasis will be placed on consolidating regional universities in the north and south of the country, transforming these institutions into regional centers to support the economic sector, where we have free economic zones.

At the same time, MECC intends to subject the universities to external evaluations, in order to accredit all undergraduate, master's and doctoral programs, so that only higher education institutions with quality programs remain on the educational market.

The Ministry of Education, Culture and Research has sent a draft decision to the Government in this regard.
