IGP Report: Low levels of education and culture, poverty and alcohol abuse are the main causes of domestic violence

The low level of education and culture, lack of employment, poverty and alcohol abuse are the main causes of domestic violence. Every day, police report over 60 notifications of cases of domestic violence. Weekly, at least one person dies from domestic violence, and 4-5 people annually have suicidal behavior due to domestic violence. There are data submitted two years after the implementation of the Restraining Order, a state intervention mechanism to protect victims of domestic violence, Moldova 1 reports.

Over the last two years, police have applied over six thousand emergency orders. In 95 percent of cases were women subjected to abuse, and another 5 percent refer to cases of violence against men. Most complaints were received in the Ialoveni, Orhei, Cahul, Soroca and Balti municipalities.

"We have an increase not only from the fact that we have this phenomenon more or more. We, experts, believe that where we run this massive information program of society, people realize that domestic violence is no longer normal, people know already and address immediately," said Deputy Head of IGP, Gheorghe Cavcaliuc.

Applying the protection order requires removal of the aggressor from the family for 90 days.

"Today's legal system allows not only police officers, but other anti-violence actors to contribute effectively to preventing and combating family violence, that every victim really feels safe," said the chairman of the Chişinău Law Center, Ion Oboroceanu.

"Women are addressing very late because they are afraid to be blamed, because we are a very stereotyped country in this chapter. We have no confidence in all state institutions unfortunately," said Veronica Cernat, the coordinator of the Association against Violence.

Authorities say that people often perceive violence as a normality, the causes of this phenomenon being multiple.

"The low level of education and culture, the lack of a job, the social-economic condition and a difficult way of life, the consumption of alcoholic beverages, the low living standards, the poverty," said Deputy Head of the Public Security Department, Veaceslav Balan.

The urgent restriction order to ensure the protection of victims of domestic abuse was issued in March 2017. Persons who violate the measures established by order are punished by contravention with arrest up to ten days or a fine of almost five thousand lei.
