The telephone help service for people with disabilities, requested by thousands of people

The right to protection against exploitation, violence and abuse, the right to adequate standards of living, the right to health and the right to work are the most violated rights of persons with disabilities in Moldova. These are the results of the activity report of the "Hot Line - 080010808" Help Desk for people with disabilities, presented today at a round table.

Free disability help service was launched in January 2017 to provide people with disabilities and their families with access to information, legal assistance and psychological counseling. For nearly two years, service counselors received 3,014 calls from all over the Republic of Moldova. The results of the report show that women are the ones who make frequent calls. There is also a majority of calls from residential institutions, compared to calls from the community.

Depending on the type of assistance provided, 1,537 were advisory calls, 1,143 - information, 251 - multidisciplinary collaboration and 83 research calls. Most of the appeals were counseling, with the issues being addressed: feelings of fear, helplessness, depression, mistrust, conflicting relationships with the close, lack of communication and loneliness, or discrimination based on disability.

"The rights of persons with disabilities must be respected in the community and in residential institutions. With the creation of this service, we can identify cases of violation of the rights of people with disabilities and intervene to prevent such cases and provide the necessary assistance. We encourage people with disabilities to call and receive assistance when they need it, but also to refer to cases of abuse and violation of their rights," State Secretary Viorica Dumbrăveanu said.

Event participants discussed the results of the Service piloting, highlighted the importance of such a Service for People with Disabilities, and analyzed the draft "Minimum Quality Regulations and Standards for the Good Operation of the Service". Starting with 2019, the Ministry of Health, Labor and Social Protection will ensure the sustainability of this service by taking the financing from the state budget.

"Hot Line - 080010808" was created as part of the project "Promoting and Monitoring the Rights of Persons with Mental Disabilities in Residential Institutions with a Psycho-Neurological Profile" implemented by Keystone Moldova in partnership with the Alliance of Organizations for People with Disabilities in the Republic of Moldova and the European Association of Service Providers for Persons with Disabilities and funded by the European Union.
