Development of research and innovation in the Republic of Moldova, on the agenda of the Ministry of Education, Culture and Research

Development of innovation and research infrastructure, attracting young researchers, improving the regulatory and policy framework in the field of research. These are just some of the priorities of the representatives of the Ministry of Education, Culture and Research (MECC) aiming to develop this field, discussed at a meeting with the directors of scientific institutions and specialized agencies. At the meeting, the results obtained during 2020 in the fields of research and innovation and development perspectives were presented, Moldova 1 reports.

"Intensifying cooperation at European and International level in the field of research and innovation, joining a new EU framework program for research and innovation horizon Europe, MUSCA, developing the process of entrepreneurial discovery and identification of those smart specialization niches, respectively approving the specialization strategy it is a priority," mentioned Aliona Onofrei, head of the research policy department.

The COVID-19 pandemic has profoundly affected research, scientists say.

In a much more difficult situation are the institutions of social sciences, economics, humanities, because it is much more difficult to contract projects, scientific research is not very appreciated and attractive to young people, that we have a scholarship of excellence is very good, but with such a situation, young people will no longer come to research," said Victor Juc, director of the Institute of Legal, Political and Sociological Research.

"We must also create conditions, we in principle used 80% of the infrastructure abroad, now it is a pandemic, equivalent exchanges cannot be made within the existing legal framework, we must approve those changes, otherwise we will be totally blocked," said Ion Tighineanu, president of the Academy of Sciences of Moldova.

The Minister of Education and Research, Lilia Pogolşa, mentioned that in order to increase the prestige of scientific activity, the profile institutions should obtain results of international level and attract quality human resources.

"This meeting, in fact, is a dialogue with the directors of research institutions on improving legislation, which will ensure the quality of research development in Moldova, regarding the funding of research institutions we have established funding for 2020-2023 based on research projects, which were selected through a competition," mentioned Lilia Pogolşa, Minister of Education.

In the future, the authorities aim to change the way research is funded and to improve the quality of the process.
