Filling stations in the country could switch to self-service
The possibility of implementing the concept of "self-service" at filling stations was discussed in an online meeting with members of the Association of Foreign Investors (FIA), representatives of the Technical Surveillance Agency, oil companies in the Republic of Moldova and specialists from the Ministry of Economy and Infrastructure (MEI).
Although the authors of the concept state that "self-service" is a common practice in many countries with many benefits, specialists within the MEI also warned about security risks at gas stations. Among them was the risk that the "self-service" system will be accepted only for the main petroleum products, the filling of cars with liquefied or compressed gases through the "self-service" system requires the mandatory presence of an operator who has special training and qualification.
Also, not all refueling stations are designed to enable the customer to personally refuel the car, so the transition to the "self-service" system requires additional equipment with security systems, which exclude any risk of incidents.
As stated by the Minister of Economy, Sergiu Railean, the importance of monitoring the client's actions by the station operator should not be excluded, however, it is necessary to gradually implement the self-service provisions under the operator's supervision.
According to the Government Decision of 2002, the supply of cars and other means of transport to the distribution columns of petroleum products and oils is carried out by the station operator or by the driver, independently, under the supervision of the operator.
Also, according to the provisions of the Law on Industrial Safety, filling stations for fuel cars are assigned to the category of dangerous industrial objects, so the economic agent carrying out activities in the field of industrial safety is obliged to take measures to locate and eliminate the effects of damage to dangerous industrial object, to ensure the safe operation of technical installations and technological systems for dangerous industrial objects, etc.
