Moldova, Georgia and Ukraine are strengthening their efforts to combat hybrid threats

The Republic of Moldova, Georgia and Ukraine will co-operate in combating threats from the three countries. This is announced in a joint declaration, signed at the initiative of the Moldovan side, by the President of the Parliament of the Republic of Moldova, the President of the Parliament of Georgia and the Supreme Rada of Ukraine.

The Parliaments of Georgia, the Republic of Moldova and Ukraine are committed to identifying solutions, in accordance with national legislation, for the creation of anti-hybrid cells and the designation of National Contact Points that will receive, analyze and share specific information on threat indicators and hybrid warnings, reads a press release from Parliament.

At the same time, the three countries have expressed the will to join as participants or observers at the Hybrid CoE and other European organizations to combat hybrid threats.

The document also emphasizes that hybrid threats seek to exploit the vulnerabilities of a country and often seek to undermine the fundamental values and freedoms of democracy, as well as threats to the country's energy system, transport and supply, the defense system, public health, food security and the financial system. The statement also draws attention to the fact that a global hybrid campaign is under way following Russia's aggression on Ukrainian ships near the Kerch Strait on 25 November 2018.

The three Presidents of Parliament are encouraging mutual assistance between countries as well as EU and US support to improve the capacity of institutions in the three countries to increase the resistance of Georgia, the Republic of Moldova and Ukraine to respond to common threats and strengthen security in the region.
