Roadmakers demand extension of transition to new asphalt production and application standards

Potholes, derelict streets and dissatisfied drivers. It is due to the delay in the process of transition to European standards for the production and application of asphalt. Thus, the economic agents stopped producing asphalt mixtures, on the grounds that the new requirements were not known, but also due to the lack of a laboratory to offer them certificates of conformity. Road filling and repair work could start only at the end of May, Moldova 1 reports.


The procedure for moving to European standards for the production and application of asphalt was approved in a Government decision in 2016. The process provides for several stages of adjusting the old rules to the new requirements. However, only on March 26 this year, the new regulations were published in the Official Gazette.

"Yes, there is little restraint because in previous years we started the work of filling the pits in April. Now we are in the period of preparation of recipes for asphalt mixtures by suppliers, by producers," explains the deputy director of the State Road Administration Ion Drucec.

Even though on several roads in the center of the country, the repair of the road was in full swing, in a short time, they were stopped due to lack of asphalt. It also happens in the town of Sângera, where the asphalting works of Chisinau Street on a portion of over 5,000 meters started. So far, the workers have only managed to mill the old asphalt, arrange the sidewalk and install the curb. The other works were stopped on the grounds that the new road filling standards were not approved by the central authorities.

This has caused financial losses to asphalt companies. Alexandru Guzun, the technical director of a company specialized in the production of asphalt mixtures and road construction, claims that his company suffers losses of several million lei per month.

"We have already purchased the laboratory for asphalt tests, because we can only use 10% of the equipment, but according to the new standards, the tests are already of another type, obviously we have to buy another laboratory equipment", mentions Alexandru Guzun.

The members of the Association of Entrepreneurial Roads of Moldova (ADAM) asked the Government to extend the transition period, so that all entrepreneurs can succeed in switching to the new methods of asphalt production.

"All the companies in the field will enter a very deep crisis, which will hardly be saved. The interim Prime Minister has the right to extend this period of preparation, to the transition to new standards until the new year. Nothing serious will happen," considers the president of ADAM, Boris Gherasim.

We tried to get a reaction from the representatives of the Ministry of Economy, regarding the created situation, but we did not receive any answer to the official request or to the phone calls. This year, about 350 million lei were allocated for filling the pits on the national public roads, and about 400 million lei for periodic repairs.
