Parliament has declared a state of emergency in the energy sector
The Parliament approved the Decision on declaring a state of emergency in the energy sector on the entire territory of the Republic of Moldova for a period of 60 days. The decision was approved during the extraordinary session of January 20 with the vote of 58 deputies, out of the 84 present, reports TRM.MD.
The Prime Minister, Natalia Gavriliţa, requested the vote of the Parliament for the establishment of the state of emergency for a term of 60 days, on the grounds that there is a risk for the country's energy security. Thus, SA Moldovagaz cannot fully pay the payments to the Russian Concern, Gazprom, which announced its intention to suspend the natural gas deliveries, in case of non-full payment of the payments until January 20. The advance is estimated at about $ 63 million, of the $ 38 million it can pay.
The Chief Executive said that subsequently actions will be taken to rationalize the consumption of gas and electricity, the existing legal options regarding the postponement of the payment of VAT on imports by SA Moldovagaz will be imposed for a period of three months: January, February and March. Also, from the money intended for compensation, thus providing the company with the necessary liquidity for current payments. During the state of emergency, the Commission for Exceptional Situations, as the responsible administrative authority, will issue binding provisions for the heads of central and local public administration authorities, economic agents, public institutions, as well as for citizens.
On Wednesday, the Executive approved the initiative to declare a state of emergency, after the Gazprom Concern sent an official letter to JSC Moldovagaz, announcing its intention to suspend the supply of natural gas to the Republic of Moldova. The debt for natural gas was formed because from January 1, the Republic of Moldova pays a gas purchase price of $ 647 per thousand cubic meters, while the tariff approved in November, of 11.08 lei, which it pays consumers, was calculated at a purchase price of $ 450. Earlier it was announced that the tariff for natural gas for final consumers could be adjusted up to 14 lei and 70 bani. The government estimates that an additional 700 million lei would be needed to compensate for a possible increase in the price of natural gas for the next three months, a calculation established on the current formula for compensating natural gas tariffs.
The Republic of Moldova also declared an emergency situation at the end of October in the energy sector for 30 days. And then Gazprom threatened to stop deliveries after the Republic of Moldova was late in paying the amounts due. In order to settle the crisis, the Chisinau Parliament amended the budget to pay Moldovagaz's debts to Gazprom.
