The head of state promulgates the law banning symbols that promote military aggression

The law on banning the "Saint George" ribbon and the letters Z and V, considered distinctive signs of military aggression in Ukraine, was enacted by President Maia Sandu. The announcement was made public during a briefing, held by the head of state, broadcast live on Moldova 1 TV, Radio Moldova and online on TRM.MD.


"The amendment of the legislation of the Republic of Moldova regarding some signs and letters that are used by the Russian army in the war in Ukraine and regarding the prohibition on the territory of our country of the symbolism of this war, does not threaten our historical memory. People will continue to be able to commemorate the heroes who fought in World War II in that bloody conflagration, directed against humanity and good coexistence between peoples. We remember the sacrifice of the heroes. At least one hundred thousand people in the Republic of Moldova have lost their lives so that we can live in peace. That is why the speculation of Victory in 1945 to promote aggression against Ukraine today is an offense to the memory of our parents and grandparents who died so that we could live in peace. It was our duty to keep this peace, but unfortunately we did not succeed.

War is  on our doors again, and it is not just coming from outside. The war begins in us. The war begins with intolerance and misunderstanding, resentment and hatred. The war begins with harsh words to the neighbor and ends with bombings and massacres. That is why, it is important and we have a duty to maintain good understanding between people. We cannot accept the use of symbols in our country that represent or support the Russian invasion of Ukraine. Symbols change their meaning depending on the context, on realities. The symbols we incriminate are not symbols of the war of 77 years ago. They refer to the war in Ukraine. We cannot tolerate the promotion of images and actions that are associated with the war in Ukraine, with the killing of thousands of people, with the suffering of millions of other refugees, and that call for terror, destruction and rape. We cannot accept messages that distort information about the outrageous war and only blame the victims for their own suffering. Those who today justify the killing of Ukrainians, tomorrow or even today may demand the killing of Moldovans. Those who do not condemn the war today are the same as those who did not condemn the Holocaust or deportations at that time.

Let us not forget these tragic and shameful pages of our history. We cannot allow their repetition, and we cannot allow today's tests to be associated with the memory of the heroes of World War II, who died for peace. There is no glory when it is dead. War is not peace, and lying is not truth. Those who promote false values ​​must act harshly because they pose a real danger to our safety, to our conscience, to our resilience. Let's say no to war and its symbols, insist on excluding them from our communities. The place of these symbols is next to other barbaric symbols of destruction and death: the garbage can of history.

We owe this gesture to the victims of this war to all those who endure its horrors. Those who use the symbols of war to drip hatred into our consciences and to sow enmity and division in society will pay for it. Using them is a criminal and disgusting behavior. Politicians who speculate on symbols to divide society will be penalized. Publics must be aware of their responsibility to maintain peace and cohesion in society. "

According to the law adopted by the Parliament, the dissemination, sale and manufacture of attributes and symbols used in the context of acts of military aggression, war crimes and crimes against humanity, will be penalized. Among the forbidden symbols is the black and orange two-tone ribbon "Saint George", but also the letters Z and V, used as distinctive elements of the Russian army in Ukraine. Failure to comply with the ban and promotion of the symbols of Russian military aggression will result in fines of up to 9,000 lei, and in the case of legal entities, the fine will be up to 30,000 lei.
